Mr.Aseem Gupta,  the civic commissioner of Thane has informed the citizens to carry out structural audit of their dilapidated / old buildings in the city failing which a penalty of Rs.25,000/- will be imposed. This decision was taken by the civic body after the 31 year old Kalwa building collapse in which no casualties took place as the alert residents evacuated the building minutes before it collapsed.

The commissioner has said – as per the government directives, all buildings that are older than 30 years should go through structural audit and owners have to get health card of the structure. The citizens have been informed to get their old buildings structurally audited for their safety and a fine of Rs.25,000/- will be imposed  on those who fail to follow the government directives.The officers are instructed to initiate a survey and prepare a list of old and dilapidated buildings in the city that need to undergo structural audit. Mr. Gupta has further said that proper and authentic audit is a must, extra floors in the existing buildings will be razed to reduce load for its safety. Already, some 150 such structures have been identified for this purpose.  

He has added that cluster development is the only possible alternative to replace the old / dilapidated buildings which are in deplorable conditions in the city. But, it is impossible to implement the policy in a hurry. The Maharashtra Government is seriously taking action to bring in the cluster development policy under which the localities will be developed in a planned manner considering environmental aspects as well. But, before implementing the policy many aspects have to be considered and resolved.

DONE - MUMBAI – Hoadings atop buildings to be banned
New hoardings atop residential and commercial buildings have been banned by the Brihanmumbai Municipal Corporation (BMC) within the city limits. Further, the civic body has also increased the distance between two licensed advertisements form 20 meters to 100 meters. It has also banned hoarings around religious sites.

Mr. Sitaram Kunte, Municipal Commissioner has approved the latest hoarding policy which is aimed at stopping the spread of advertisement boards and in a time bound manner phasing out the existing ones. As per BMC licence department 1692 hoardings are currently installed in the city including the eastren and westren suburbs. Around 630 have been installed on terraces and roof tops. The ban will not be applicable  to 194 hoardings set up on deadwall portions of buildings and to another 868 hoardings which are installed at ground level.

The ceiling has been specified at  two years by the BMC for these hoardings leases. Wherever the buildings are older than 30years it would be ordered to removing of advertisement boards set up on the terraces. In case of buildings less than 30 years old the leases will be renewed only if the renewal application contains a structural stability certificate. The renewals will be done till the building is of 30 years of age only. 

Mr.Adtani has said that – in this way safety of the buildings can be ensured and now the policy has received final approval, a circular will be issued to all the ward offices. He has denied that these new conditions were included following the collapse of five storied Aftab Manzil in Mahim in June 2013, in which 10 persons were killed. But, adovcate Rizwan Merchant, a resident has said a large hoarding set up on top of the structure was one of the reasons for the building’s collapse. The BMC however has denied this in its investigation report and has concluded that poor maintenance by residents was the main cause for the collapse. City’s residential market in one of its worst phases, Knight Frank reports

Mumbai – residential market in worst phase, Knight Frank
The real estate consulting firm Knight Frank in report has said, the Mumbai city’s residential market is going through one of its worst phases, as nearly 45 per cent of Mumbai Metropolitan Region’s (MMR) ready to occupy and under construction projects are remaining unsold due to dwindling demand and high prices. According to the report out of nearly 2.9 lakhs residential under construction units alomost 1.3 lakhs units have remained unsold. The unsold units percentage in National Capital  Region(NCR) is at 26% while the same was around 45% in the Mumbai Metropolitan Region(MMR). The report also states that majority of the unsold units is in the high end category. The report also points out that overall  around 10% drop in property prices are seen in the past one year, due to weak demand and oversupply of residential  units in the ciy.

Proof needed to register complaints - Brihanmumbai Municipal Corporation (BMC) 
The Mumbai civic body, Brihanmumbai Municipal Corporation (BMC) has issued a new set of  guidelines on filing of complaints about the unauthorised structures. It has been made mandatory to provide proof for filing of such complaints. The BMC has issued the new circular in the wake of a Bombay High Court directive and has come up with a formalized form which needs to be filled by anyone wanting to complain about illegal buildings.

 As per the new circular the person complaining has to give his details such as name, home and office address, Aadhar Card Number or Photo ID proof  stating the reason for the complaint. Further, the complainant has to give evidence and also provide documents to prove the authenticity of the complaint. The circular states that, the complaint will not be entertained if necessary documents are not provided. As per the civic officials the purpose of the circular is to prevent bogus complaints.
